Carrie Vaughn's short story Bannerless was first published in the 2015 anthology The End has Come, part of the Apocalypse Tryptich, edited by John Joseph Adams. Bannerless is set is a postapocalyptic world where fertility is controlled by the use of licenses given to families as banners to display in their homes. Have you read this story?
