Puerto Rico Police Detective Andy Ramos was one of the first people to be evacuated from Vieques Island, off the coast of Puerto Rico. The tiny island took a Category 5 hit from Hurricane Maria, and Andy says nobody is there to help. He says the community is trying, and that fancy storm shutters don't work.
